转型发展视域下公安院校校局合作的困境与出路研究

摘　　要：公安院校是特色鲜明的行业院校,承担着为社会培养高素质、应用型警务人才,服务社会稳定发展大局的任务。在教育体制机制改革的社会背景下,由学术教育向职业教育、教学型向应用型院校转型发展,既是顺应国家教育战略的需要,更是其核心竞争力的根本所在。公安院校转型发展的核心是培养应用型警务人才,途径是校局合作。公安院校应当从动力机制、组织机制、运行机制和发展机制四个方面进行探索,为职业院校转型发展提供新的路径。Public security colleges are distinctive industrial colleges,bearing the task of cultivating high-quality and applied police personnel for the society and serving the overall situation of social stability.Under the social background of the reform of educational system,the transition from academic education to vocational education and from teaching to applied is not only the need of national education strategy,but also the root of its core competitiveness.The core of the transition of public security colleges is to cultivate the applicable police personnel through the cooperation of colleges and bureaus.The public security colleges should explore from the four aspects of motivating mechanism,organizational mechanism,operational mechanism and developing mechanism to provide a new path for the transition of the vocational colleges.
