摘　　要：规范外协外包采购的供方选择和管理,从源头上切实加强过程控制,可达到有效切断利益输送和关联交易的目的。通过采取一系列有效防控措施,对于保障项目按照研制计划顺利交付和提升反腐倡廉能力具有重要的意义。Standardizing the supplier selection and management in outsourcing purchase and strengthening process control from the source can effectively cut off benefit transfer and connected transaction. By adopting a series of measures of effective prevention and control, it is of great significance to ensure the smooth delivery of the project and enhance the anti-cornaption ability according to the development plan.
