摘　　要：全球金融危机的爆发凸显了完善全球金融安全网的必要。完善金融安全网除加强各个层次的安全网建设外,还应加强不同层次金融安全网间的协调与合作。本文从危机冲击时期和经济和平时期两个角度提出不同金融安全网之间的合作建议。在面临危机冲击时,国际社会应建立初步的金融安全网使用顺序原则,并确定不同危机冲击下各层次金融安全网之间的分工机制和合作重点,充分发挥不同金融安全网的作用。在日常经济监督合作方面,应积极推动区域金融安排与基金组织的双边监督、区域和多边监督合作。这其中,应积极发挥发挥二十国集团的作用。The outbreak of the global financial crisis highlights the need to improve the global financial safety net(GFSN).In addition to strengthening the distinct layers of global financial safety net,it also needs to further strengthen the cooperation among GFSN elements.This paper proposes some proposals on the cooperation among different elements of GFSN from the perspective of crisis time and economic peace time.In the face of crisis,the international community should establish a preliminary use order principle of different elements of GFSN,and to determine the division of labor and cooperation priorities of different elements of GFSN,give full role of different financial safety nets.In the area of economic surveillance cooperation,bilateral,regional and multilateral surveillance cooperation should be actively promoted between regional financial arrangements and the IMF.Among them,Group of Twenty should play an active role in this area.
