美丽乡村建设背景下农村生态补偿机制设计构想

摘　　要：美丽乡村建设是一条现代化与环境的友好、协调、和谐之路。笔者分析了美丽乡村建设的生态内涵,在此基础上,阐述了美丽乡村建设与农村生态补偿之间的关系,指出了在美丽乡村建设过程中构建生态补偿机制的重要性,并从透明角度、沟通协商角度、多元性角度及产业融合角度对农村参与式生态补偿机制进行设计,提出了构建思路,为美丽乡村建设及生态补偿实践工作的顺利实施提供借鉴,进而推动美丽中国、美丽乡村建设进程。The beautiful rural construction is a modern and environmental friendly and harmonious way of rural development. This paper analyzes the ecological connotation of the beautiful rural construction, and based on that, underlines the relationship between beautiful rural construction and rural ecological compensation. It points out the importance of the construction of ecological compensation mechanism in the process of the beautiful rural construction. At the same time, from the perspective of transparency, communication, diversification, and the integration of industries, the author puts forward the design conception of a participatory ecological compensation mechanism in rural areas. The above results can provide references for smooth implementation of the beautiful rural construction and ecological compensation practice, and promote the process of beautiful rural construction in China.
