经济体制变迁条件下政府与市场关系再解构

摘　　要：在我国,市场因素经历了从"无"到"有",从"补充"到"并行",从"基础作用"到"决定地位"的变迁。社会主义市场经济中暗含的是计划调节,而不是计划体制。处理好政府与市场关系,应减少行政因素,破除壁垒,释放市场活力;借助大数据,提升企业和政府的计划能力;内修外制提升主体道德水平,为市场经济走向道德经济提供双重保障。In China, market factor went through from ＂nothing＂ to ＂yes＂, from ＂supplement＂ to ＂parallel＂, from ＂the basic role＂ to ＂decisive status＂. Socialist market economy implies planning regulation rather than planning system.Dealing with the relationship between government and markert should reduce administrative factors, getting rid of barriers and releasing market vitality. With big data, we will enhance the planning capacity of enterprises and the government. Cultivating oneself inwardly and regulated by the system to enhance the subject moral level is double security from market economy to moral economy.
