摘 要:政策试点作为我国渐进式改革中总结出的一套方法论,在推动我国经济社会发展以及政策和制度创新中发挥着独有的优势。政策试点-推广的过程从本质上讲是我国政策创新与扩散的过程,其遵循典型试验、合法性认可与组织化扩散的线性逻辑。尤其是合法性认可在这种基于政策试点的政策扩散实践中起着重要作用。这种独具中国特色的政策试点-推广的线性逻辑并不是一次性结束,而可能在现实中往复多次进行。通过对我国政府购买公共服务推广过程的案例分析,可以清晰地看到我国公共政策创新与扩散的内在演变逻辑。这个过程不仅是新政策逐渐具体化、细致化、成熟化的过程,而且是新政策不断吸取经验并"纠错"的过程。Policy pilot is a set of methodology during gradual reform in China, which promote the development of China's economic and social society, in addition, it plays an unique advantage in institutional innovation. Policy Pilot-the process of promotion-is essentially the process of policy innovation and diffusion in China, which follows the linear logic of typical experiment, legitimacy recognition and organizational diffusion. In particular, the recognition of legitimacy plays an important role in the practice of China 's policy diffusion based on policy pilot.However,with the unique Chinese characteristics of the linear logic of "pilot to promotion" does not end at one time,but may move back and forth in reality. Through the case study of the promotion of the process of government purchasing public service, we can clearly see the inherent logic of the innovation and diffusion of public policy in China. This process is not only the new policy gradually become concrete, detailed and mature, but also the new policy continues to absorbing experience and correcting mistakes.
