摘　　要：运用张伯斯和韦德尔的价值评判分析框架对我国养老机构政策进行分析评判，文章主要分为三个部分，先简单介绍价值评判分析框架，接着运用价值评判分析框架来对养老机构政策和社会政策六要素：目的与目标、传递利益与服务的形式、适用权益的规则、服务提供的管理或者组织结构、筹资方法以及上述5个要素之间的互动关系进行一一分析，最后对养老机构政策进行建议。This paper analyzes and evaluates the policies of pension institutions in China by using Zhang Beisi and Weidel＇s value judging and analysis framework. The article is divided into three parts. Firstly, the paper analyzes the framework of value judgments, and then uses the value judgwents and analysis framework to analyze the Pcnsion poliay and the six elements of social policy the purpose and objectives, the form of the interests and services, the rules of the applicable rights and interests, the management of the provision of services or organizational structure, financing methods and the interaction between the abovementioned five elements Finally, the policy of pension agencies to make recommendations.
