摘　　要：海洋渔业是我国国民经济和海洋经济的基础性产业,在保障粮食安全、增加渔民收入、促进生态文明、维护海洋权益等方面具有重要贡献。随着海洋渔业资源日趋衰退和海洋生态环境不断恶化,如何促进海水养殖技术创新,鼓励海洋渔业转型升级,成为当前亟待解决的问题。在总结分析天津市海洋渔业发展现状和存在问题基础上,提出了转型升级的任务措施,以期能为全国海洋渔业转型升级提供参考。Marine fishery is a basic industry of our national economy and marine economy. It has made important contributions in ensuring food security,increasing farmers’ income,promoting ecological civilization and safeguarding maritime rights and interests. At present,the marine fishery resources are declining and the marine ecological environment is deteriorating,so how to promote the technological innovation of marine aquaculture,and encourage the transformation and upgrading of marine fishery are becoming urgent problems to be solved.Based on the analysis of the present situation and existing problems of marine fishery in Tianjin,this paper puts forward the task of transformation and upgrading,and hopes to provide reference for the national marine fishery transformation and upgrading.
