摘　　要：自然资源是中华民族赖以生存和发展的物质基础和空间载体,需要加以严格保护和管控。本文以自然资源所在的国土空间作为研究对象,梳理各相关部门在耕地、森林、草原、荒漠、湿地、滩涂、河湖水系等自然资源保护与管控方面的现有制度,从管控目的、管控依据、管控方式、利益机制等方面深入剖析存在的问题和原因,借鉴美国、欧洲等国家在用途管制方面的先进经验,提出自然资源用途管制制度建设的改革建议。Natural resources are the material basis and space carrier for the survival and development of the Chinese nation, and need to be strictly protected and controlled. Taking the national land space where natural resources are located as the object of analysis, the article teases out the existing system of each respective department in the aspect ofp and rotection of control of natural resources such as cultivated land, forest, grassland, desert, wetland, mud flats, river lake system, the article mainly analyzes the control purpose, control basis, control mode and benefit mechanism and causes of problems, learns from the advanced experience of the United States, Europe and other countries and puts forward the direction of the problem of natural resource use system construction and the key breakthrough
