摘　　要：为定性评估中国进口绵羊皮和山羊皮传入动物疫病风险,研究收集确认了23种与羊及其产品相关的疫病名录,应用OIE风险分析的基本原理,借鉴新西兰风险分析模式,从病原体是否在中国分布、是否受官方控制、随进口绵羊皮和山羊皮释放传入的可能性以及在环境中暴露扩散的可能性4个方面进行定性分析。风险分析筛选出口蹄疫、绵羊山羊痘、绵羊地方性流产、炭疽、沙门氏菌和Q热6种动物疫病是进口绵羊皮和山羊皮的潜在危害。提出市场准入、产地要求、入境检疫与后续监管等环节的风险管理措施,降低我国进口绵羊皮和山羊皮所带来的疫病传入风险。For the qualitative risk assessment of animal diseases spread into China by imported sheep skin and goat skin,23 kinds of epidemic disease catalogues related to sheep and goat and their products were collected in this study. Using the principles of OIE risk analysis and New Zealand risk analysis model,a qualitative analysis was conducted from four aspects： whether the pathogens were distributed in China,whether it was controlled by the government,the possibility of the release of imported sheep skin and goat skin,and the possibility of exposure to proliferation in the environment. As a result,six animal diseases,Foot and mouth disease,Sheep pox and Goat pox,Ovine chlamydiosis,Anthrax,Salmonella,and Q Fever are the potential dangers of the imported sheep skin and goat skin. Finally,to reduce risks brought by the importation of sheep skin and goat skin in China,risk management measures were proposed,involving market access,producing area requirement,import quarantine,and follow-up supervision.
