摘 要:为加强导航卫星在轨管理,提高在轨处置效率,提升星座服务整体性能,在充分总结导航星座在轨三方协同管理经验的基础上,创新性地开展了星座在轨分级管理工作实践。通过在轨组织分级管理、异常问题分级处置、遥测参数分级监视、支持系统分类管控等管理实践,对星座卫星星上产品特性及趋势分析进行周期性评估、关注卫星长期稳定运行健康状况、持续开展卫星使用策略优化,有效保证星上状态可控,最大程度提高卫星在轨处置能力。通过在轨分级管理实践,提高了异常处置效率,确保判读全面、处置准确,实现了在轨管理的模式化、专业化运行,对星座系统在轨管理工作具有重要的参考价值。On the basis of fully summing up the experience of a tripartite collaborative man-agement of on-orbit navigation satellites, hierarchical management is carried out creatively, in order to strengthen the management of the navigation satellite ? to improve the efficiency of on-orbit disposal and to enhance the overall performance of the constellation service.There are many hierarchical management methods, such as on-orbit organization classifica-tion management, abnormal problem classification processing, telemetry parameter hierarchi-cal monitoring, and support system classification management control and so on. Through the hierarchical management, we can periodically evaluate the satellite product characteristics and trend analysis, focus on long-term stability of the satellite health, and continue to opti-mize the use of satellite strategy. And then, we can effectively ensure the state of the satel-lite is under control, maximize the satellite disposal capacity. Meanwhile, we can also im-prove the efficiency of on-orbit anomalies disposal to ensure the data is comprehensive andthe disposal is correct, and we can achieve a model and professional on-orbit management. It is an important reference for the management of the constellation system.
