摘　　要：环境规制强度的提高可能会影响外商直接投资对农民工城镇就业边际效应。利用中国1998—2014年30个省份面板数据考察不同环境规制强度下,FDI对农民工城镇就业边际效应的影响。研究发现:FDI尤其是第三产业FDI是促进农民工城镇就业增长的重要因素,而环境规制强度的提高对农民工城镇就业具有负面效应;环境规制强度的提高会间接促进第三产业FDI比重的增加,由此产生的就业需求进一步促进农民工城镇就业,与第三产业FDI对农民工城镇就业的促进存在显著的互补效应;环境规制强度的提高会导致第二产业FDI比重的下降,而第二产业FDI对农民工人力资本具有积累和水平提升效应,满足了环境规制倒逼产业升级对农民工人力资本水平的要求,导致环境规制与第二产业FDI对农民工城镇就业的促进也存在互补效应,但不显著。总体来讲,环境规制强度的提高并未影响FDI对农民工城镇就业的促进效应。With enhancing the intensity of environmental regulation, the marginal effect of FDI on em- ployment of migrant workers will be affected. This paper examines the effect of FDI and the intensity of en-- vironmental regulation on marginal effect of migrant workers employment by using 30 Chinese provinces da- ta from 1998 to 2014. The study has found that FDI, especially the FDI of tertiary industry has positive effect on the employment of migrant workers, while environmental regulation has negative effect on the em- ployment of migrant workers. Enhancing the intensity of environmental regulation will increase the scale of the third industrial FDI and the demand of labor promotes the employment of migrant workers, so environ- mental regulation enhancement and tertiary industry＇s FDI have significant complementary effect on employ- ment improvement of migrant workers. Although enhancing the intensity of environmental regulation will decrease the scale of the second industrial FDI, the second industrial FDI＇s human capital accumulation and promotion effect on the migrant workers can meet the need of human capital level that upgrades the transmis- sion of industrial wants. Environmental regulation also have non - significant complementary effect on the marginal effect of second industrial FDI＇s promoting effect on employment of migrant workers. In total, with enhancing the intensity of environmental regulation, the marginal effect of FDI on employment of mi- grant workers will not be affected.
