摘　　要：当下,新时代背景必然赋予依法治校新的使命,迫切需要全面依法治校、积极推进现代大学制度建设。全面推进依法治校,首先必须切实转变高校管理理念和方式,真正树立"管理即执法、公共服务、程序正义、师生为本"四大法治理念,遵循"合法性、合理性、正当性"三项法治的基本原则。落实到制度构建层面的关键,就是要以大学章程为核心,进一步建立健全能够依法用好高校办学自主权的现代大学制度,并建立一套多元化的纠纷化解机制作为法治保障。The idea of university governance by law is an era mission currently. It is urgent to promote the university governance by law development and modern university system construction. For an overall improvement of university governance by law, it is essential to change the governance ideas and ways, establish the idea that governance means law administration, public service, justified procedure, teacher- student- centered, and adhere to the principle of legitimacy, rationality and justification. The key is take the University Charter as the core, establish modern university system which can assure the school running autonomy, and to set up a diversified dispute resolving mechanism for the protection of rule of law.
