摘　　要：实现党内协商民主,既是充分尊重和保障党员的各项民主权利的现实需要,又是完善党内民主制度的内在要求,要处理好"组织与党员、党员与党员""党的根本原则与党内协商民主""党员知行与制度践行"之间的关系。充分利用网络资源,创新形式,发展有序化的党内民主;强化基层党内民主协商制度建设,和谐党群关系,加强党群联系,筑牢党的执政要基,不断提升党的执政能力和执政水平。In order to realize the consultative democracy within the Party,we not only fully respect and guarantee the practical need of various democratic rights of the Party members and improve the inherent requirement of the system of inner-party democracy,but deal with the relationship of ＂organization vs.the Party members,the Party members with each other＂ ＂the Party＇s basic principle vs.the inner-party consultative democracy＂ ＂the knowing and doing of the Party members vs.system fulfillment＂ as well.We should make full use of network resources,innovate form to develop orderly inner-party democracy,thus strengthening the construction of democratic consultation system in the primary level,building a harmonious party relationship,strengthening the ties between the party groups,building the Party＇s ruling base,so as to constantly improve the Party＇s governance capability and level.
