摘 要:吏治与政治的治乱兴衰、社会风气的好坏有密不可分的关系,成败得失在于用人。崔寔十分重视吏治问题,分析东汉中后期的吏治问题主要是朝廷不嗜贤和官吏不尽责,认为君主治国需要选贤任能,其吏治思想主要分为官宜久任、考绩核真、治贪养廉三个方面,并着重提出高薪养廉这一主张,但是在中国封建政治体制下,官吏拥有的封建特权是其贪污腐败的根本,在权力失去监督的条件下,官吏的贪污腐败现象无法从根源上杜绝。The rise and fall of the political and social atmosphere has a close relationship with official management.The key factors concerning achievements or failures is to choose and employ what kind of persons.Cui Shi attached great importance to administrative problems.With the analysis of Late Eastern Han Dynasty,it was that the main court appointing talents and officials were not responsible.His political thoughts are mainly made up with three aspects:extension of the term,performance appraisal,corruption punishment and honesty supported.And he put forward the idea that the high salary makes the officials honest,but under the feudal political system of China,the feudal privilege possessed by the government was the root of corruption.In the absence of power supervision,official corruption couldn't be eliminated from the root.
