摘　　要：社区建设不仅关乎到普通民众日常的安居乐业,而且还纳入了国家治理能力现代化的整体目标之中。对政府职能的重塑、对社会资本的涵养、对居民参与协商意识的激发,都将发挥重大的作用。天津作为全国首批开展社区建设的城市之一,经过多年不断发展,目前已形成一定的社区建设模式。本文通过问卷调查和文献研究的方式对现阶段天津城市社区建设中存在的问题做了分析研究,概括出社区组织和居民个人两个方面的成因,最后提出相应的解决措施,以促进未来天津社区建设的良好发展。Community building concerns not only the daily life of the common people, but also the overall objectives of the government. The restructuring of government functions, the fostering of social capital as well as the improvement of citizens＇ sense of participation in public affaires all play a significant role in the building process. Tianjin, as one of the first cities to start the project of up-to-date community building, has made marvelous achievements, but there are still problems. This paper, based on a questionnaire and literature review, analyzed the status quo of and the problems in community building in Tianjin first, and then pointed out that both the local government and citizens are important agents in this endeavor.
