摘　　要：文章基于辽宁省农村社会与经济现实数据,利用马丁法测算得出食物线、低贫困线、高贫困线等指标。测算结果表明,现实低保给付标准仅占低贫困线的54%和高贫困线的36%,说明当前的现实低保标准过低,无法满足居民生存需求。通过构建与食品价格指数、消费价格-人均收入组合指数、人均收入增长率相关联的调整机制,文章得到动态调整后的农村低保标准。在与OECD国家财政负担比例比较后,文章发现三种调整方案都能够被辽宁省财政所承担。对此文章提出了应科学测算农村低保标准及健全低保标准调整机制的对策。Based on the social and economic data of Liaoning rural area, this paper measures and calculates food line, low and high poverty line by using Martin Method. It turns out that the real receiving standard of minimum living security only accounts for 54% of low poverty line and 36% of high poverty line, which indicates the current standard is too low to meet the demand of residents. By building the adjustment mechanism associated with food price index, consumer prices-income per capita combination index and income per capita growth rate, this paper comes up with the rural minimum living security standard after the dynamic adjustment. After a comparison with OECD countries in financial burden proportion, three adjustment schemes are found to be financially bearable for Liaoning province. In the end, the paper suggests that we should measure and calculate rural minimum living security standard scientifically and also improve its adjustment mechanism.
