现制现售饮用水卫生监督管理模式的研究

摘　　要：本文通过整理2014年5月1日起施行的《上海市生活饮用水卫生监督管理办法》(以下简称"新水法")中关于现制现售饮用水的规定,对照《上海市现制现售水卫生监督管理办法》(已废止,以下简称"旧水法")关于现制现售饮用水的规定,研究新旧水法的异同。以上海市原闸北区为例,按照"新水法"的要求,通过现场检查和调查、水质抽检和分析等,掌握现制现售水的卫生管理现状和水质卫生状况,分析现制现售水卫生监管中存在的问题,以"新水法"为依据,尝试"自查+巡查+卫生监督检查+社会监督"的管理模式,并提出合理化建议,保障用水安全。Through arranging the regulations regarding fresh purified drinking water , from Measures for the Supervision and Administration of the Sanitation of Domestic Drinking Water in Shanghai （ short for new drinking water regulation） which was established in May, 1st,2014, this paper compared with the items about Fresh purified drinking water in the ＂Measures for the Supervision and Administration of the current water system in Shanghai＂ （short for old drinking water regulation）, thus to carry out a research to find the differences between the listed two regulations. Taking Former Zhabei District for example, according to the acquirement in the new regulation, through the field examination and survey, by analyzing and selective checking of water quality, researchers get the first hand information about the current situation of health management and water Sanitation, as well as find out the insisted problems in Supervision of the Fresh purified drinking water. The aim is to established a new managing mode which combining self-examination, inspection, supervision and social supervision together. Reasonable suggestions to promote the health development of Fresh purified drinking water was provided.
