摘　　要：国有企业党建工作是中国特色社会主义政党制度和企业制度的重要组成部分。近年来,中国共产党不断改进国企党建工作方式以强化对企业的领导。但实践中,国企党建工作依然存在弱化趋势,呈现出目标与实践的悖论。国企党建工作是党的权力在企业中借以实现的工具,阐释国企党建工作的生成逻辑和由制度供给失衡所造成的现实困境,目的在于通过以增强制度供给有效性为核心关键措施改善国企党建工作,以期增强党的权力实现的有效性。Party building in state-owned enterprises is an important part of the socialist party system and enter- prise institution with Chinese characteristics. In recent years, the Party has continuously improved the ways of build- ing the state-owned enterprises and strengthened the leadership over the enterprises. However, in practice, there is still a trend of weakening the Party building in state--owned enterprises, presenting a paradox of goals and practices. Party building in state-owned enterprises is a tool by which the power of the Party can be realized in the enterprises, explaining the logic of the formation of the Party-building work and the realistic dilemma caused by the unbalanced supply of the system The purpose is to improve the Party building in the state--owned enterprises by enhancing the efficiency of the system supply to facilitate the effectiveness of the Party＇s power.
