低碳试点政策实施效果研究——基于合成控制法的证据

摘　　要：采用合成控制方法对我国2010年实施的低碳试点政策进行研究,评估低碳试点政策实施对碳排放量的影响。结果表明:整体而言,低碳试点区域与非低碳试点区域的碳排放量在低碳试点政策实施后并未存在显著差异;针对每一个低碳试点区域进行合成控制评价后发现,在全部的低碳试点区域中,仅有重庆市和陕西省的碳排放量在低碳试点政策实施后显著降低;产业结构调整是低碳试点区域碳排放量降低的重要途径。Based on the synthesis control method,this paper investigates the implementation of low carbon policy issued in 2010 by Chinese government impact on carbon emissions. The results show that： overall,the carbon emissions is no significant difference between the low carbon regions and non low carbon regions; synthetic control evaluation for each low carbon regions find that carbon emissions decrease significantly only in Chongqing city Shanxi province among all low carbon regions; the adjustment of industrial structure is an important way to reduce carbon emissions.
