摘　　要：我们通过对荆门市白石坡社区的调研,发现其社区社会管理积分制的应用至少实现了4项探索和突破,包括通过构建居民公益行为目录清单,破解居民公益行为是什么的难题;统一居民公益行为的度量衡,破解居民公益行为差异性与可比性之间的悖论难题;度量居民公益行为的社会收益和私人成本,破解居民公益行为度量刻度与依据是什么的难题;寻找社区管理的相关及其共同利益,破解积分事项(公益行为)与社区管理目标之间的内在逻辑联系是什么的难题。在此基础上提出相应的研究建议:一是科学设计居民公益行为的报酬,注意公益行为居民留名与取利之间的关系;二是拓展社区社会管理积分的对象,注意积分主体与客体之间的关系;三是构建两个积分函数,研究居民公益行为分别与个人效用和社区社会治理目标的内在逻辑;四是规划建设社区社会管理积分的数据存储平台,注意存储与使用之间的关系;五是开发积分数据的用途,制定并公布公益报酬清单。Through investigating the application of community management points system, we find that there are at least four explorations and breakthroughs in Baishipo community of Jingmen City, including the construction of residential public welfare behavior list, solving the problem of what is the public welfare behavior, breaking the paradox between the difference and comparability of public welfare behavior by unifying the measurement, and establishing the measurement scale of residential public welfare behavior.The paper suggests that we should pay attention to design the reward mechanism of residential public welfare behavior scientifically, expand the object of community management points, confirm the relationship between the subject and object, discuss the internal logic of individual utility and social governance objectives of residential public welfare behavior to construct two points＇ functions, establish the data storage platform of Points Based System, focus on the relationship between points storage and usage, develop the application of integral data, and publish the list of reward for public welfare behavior.
