摘　　要：统计分析某市公示的评标结果发现,授权问题是导致投标人废标的重要原因。分析政府采购授权目的,以及授权书作为投标文件的组成部分在资格审查、形式审查环节对投标的影响;在此基础上归纳授权书的内容,提出授权响应招标文件的建议,针对授权书内容缺失、错误、不具体等情况提出偏差判别对策,以指导政府采购的招投标活动。Through statistical analysis of the public results of bidding in a certain city , the author findsthe authorization is one of the main reasons for the annulment of biddings. This paper analyzes the objec-tives of government procurement and the influences of the authorization , regarded as animportant part inthe qualification examination and formal examination , on a bid. This paper also sums up the contents of authorization letters and suggests that bidders should make proper responses to bidding documents and give suggestions on giving proper judgements of deficiency of contents , mistakes and unspecification in an authorization letter so as to guide the government procurement bidding activities.
