中国农作物秸秆利用政策演进的阶段性特征——基于1982～2017年12个中央一号文件的文本分析

摘　　要：通过对1982~2017年12个中央一号文件的文本解读发现,改革开放以来中央一号文件有关农作物秸秆利用政策的着重点经历了从"单一化利用"到"综合转化利用",再到"多元化利用"的演进过程。如果增设"提高农民对秸秆综合利用意义的认识"条款和明确"农民秸秆补贴"条款,进一步解决农民的认识和利益问题,秸秆利用政策效果会更佳。By text interpretation about the 12 central government No. 1 documents during 1982-2017,it was found that the evolution of crop straw utilization policy were from single utilization,comprehensive transformation utilization,and to diversified utilization. The straw utilization policy and effect would be better,if it was added the clause of'increasing farmers' understanding of the significance of straw comprehensive utilization',and 'straw subsidies to farmers'to solve the farmers' awareness and interests.
