摘　　要：浙江省N县的村级小微权力清单制度创新意味着农村社会治理从弱规则向强规则转型。村级小微权力清单制度创新围绕着规则的建构及其运作展开。以清单化方式厘清了村庄治理的各项权力,构建了小微权力的运行规则体系,构建了规则运行的强力保障制度。这种强规则治理的村治模式显现出与弱规则治理相比而言的治理绩效,带来了村庄权力运作的规范化、高效性和强大的动员性。这种强规则治理模式有其独特的村治价值,治理绩效的发挥又受多种因素影响,其运作过程不可避免地与农村社会的社会基础间存在冲突。The innovation of the small-and-micro power list system in County N, Zhejiang Province means a transition from a weak-rule countryside regulation to strong-rule one. The centerpiece of the innovation is construct and function of rules. All powers of regulation are listed clearly. The system of rules is constructed,with strong guarantee. Compared with the weak-rule regulation, this mode of strong-rule regulation can lead to more significant achievements including well-regulated function, high-efficient operation and effective participation of villagers. The strong-rule regulation, the rule-based value and efficiency is influenced by diverse factors; the operation of the system conflicts and compromises with social foundation of rural society inevitably.
