摘　　要：在司法体制如火如荼地进行之际,监察体制改革也揭开了序幕。论文通过对欧洲的议会监察专员制度与当前中国行政监察制度进行阐述,在比较视野中,考察我国当代行政监察制度的特点和不足,借鉴和发展欧洲成熟的行政监察专员制度,为进一步推进和完善我国的监察体制改革提供参考。When the judicial system is raging like a raging fire, the reform of the supervision system has also been kicked off. Through the introduction of the parliament ombudsman system in Europ and the current administrative supervision system in China, and in the field of comparative vision, the paper investigates the characteristics and shortcomings of the current administrative supervision system in China,imitates and develops the mature administrative ombudsman system of European, to provide reference for further promoting and perfecting the supervision system reform of China.
