跨越式发展和长治久安视野下新疆人口迁移问题探讨

摘　　要：新疆第一次工作座谈会提出了"跨越式发展和长治久安"的战略目标。在这个背景下,新疆的人口迁移问题不仅是一个经济问题,更加是一个政治问题。政府一方面鼓励内地其他民族走进来,另一方面采取措施促进新疆少数民族走出去。同时采取措施推动南北疆之间的人口迁移。从疆外迁入人口:(1)建立专门机构;(2)制定优惠政策;(3)完善土地政策,加速土地流转;(4)完善引入人口的政策法规;(5)实行计划安置;(6)采取优惠政策吸引大学生来疆工作。从疆内迁出人口:建立"中华街"。采取措施推动南疆北疆人口的迁移。在人口迁移的基础上实行汉族人口与少数民族人口的"嵌入式"居住。新疆人口迁移既可以推动新疆跨越式发展,又可以保障新疆的长治久安,是一项着眼全局与长远的战略。The first working symposium in Xinjiang put forward the strategic goal of ＂ leapfrog development and longterm stability＂. In this context, the population migration in Xinjiang is not only an economic issue, but also a political one. On the one hand, the government has encouraged the inflow of other ethnic groups from the inland of China and the outflow of the ethnic minorities in Xinjiang. At the same time, the government has taken some measures to promote the population migration between southern Xinjiang and northern Xinjiang. As for the inflow population, the government has taken the following measures ： （ 1 ） the establishment of special agencies ; （2） more preferential policies ; （3） better land - use policies and quicker land transfer; （4） better policies and regulations for talent acquisition; （5） well - planned settlement; （6） preferential policies for college graduates. As for the outflow population, it is encour- aged to establish ＂Zhonghua Street＂. Some practical measures have been taken to promote the population migration between southern Xinjiang and northern Xinjiang. With this, the policy of the ＂embedded＂ inhabitation of the Hans and ethnic minorities is implemented. The population migration in Xinjiang as an integrated and long - term strategy can both promote the leapfrog development of Xinjiang and ensure its lasting stability
