摘 要:新中国成立之初,中共中央不只是单纯出于实施工业化战略的发展需要,而是为寻求生存与发展的内在平衡对农村粮食实施统购统销政策。具体体现为:政治层面,中共中央出于借鉴苏联工业化建设经验与破解中国国情约束的需要;民生层面,中共中央出于国家工业化发展战略与民生需求之间平衡的需要;社会层面,中共中央出于推进农业生产合作社发展以增加粮食产量和克服农民贫富分化的需要;发展层面,中共中央出于加强城乡物资交流与化解粮食供需矛盾的需要,最终通过实施粮食统购统销政策实现对粮食的国家性建构。Founding of New China, the Central Committee of CPC is not only simple for implementation the strategy of industrial development needs, but to seek survival and development of inner balance for rural grain unified purchase and sale policy. It isembodied : for the political level, the Central Committee of CPC is to drawlessons from the Soviet Union's industrial construction experience and the needs to break the constraints of China's national conditions; for the livelihood of the people level, the Central Committee of CPC balances the national industrial development strategy and people's needs; for social level, the Central Committee of CPC promotes the development of agricultural production cooperatives to increase grain yield and overcome the gap between rich and poor farmers needs; for the development level, the Central Committee of CPC strengthens material exchange between urban and rural areas and the needs of resolving the contradiction between supply and demand of grain, and ultimately achieves the national construction of grain through grain unified purchase and sale policy.
