摘 要:港口,作为海上丝绸之路沿线的战略性基础设施和重要节点,承担着促进"海上丝绸之路"沿线国家政治互信、经济交流、文化融合的使命和责任。从港口合作已有成果及网络布局、不同地区和国家港口特点及合作重点等方面分析发现,当前港口合作存在基础不稳定导致合作脆弱,合作主体分工不明确和功能重复,缺乏统筹协调,面临诸多风险等问题,由此提出从完善区域性的港口合作组织、形成经常性的联系机制、以港口投资为先导丰富港口合作模式、建立港口合作保障机制四方面来保证港口合作对"海上丝绸之路"倡议实施起到正向推进作用。As strategic infrastructures and important nodes along the "Maritime Silk Road", ports undertake the mission and responsibility to promote political mutual trust, economic exchange, cultural integration of coun- tries along the "Maritime Silk Road", advancing the interconnectivity of infrastructure through port cooperation is a main path to the implementation of "Maritime Silk Road". We summarize the present situation from two aspects, the achievement of the port cooperation and network layout, the different regional and national port features and cooperation priorities. On the basis, we find that there are some problems in the port cooperations, such as fragility because of unstable basis for cooperations, division ambiguity of cooperation subjects and du plication of function, lack of comprehensive coordinate development, facing many risks. In view of the existing problems, putting forward four aspects to ensure port cooperation can play a positive role in the implementation process of "Maritime Silk Road", which are perfecting the regional port cooperation organization, forming mechanism of the regular contact, enriching port cooperation modes by the guideline of port investment and establishing guarantee mechanism for port cooperation.
