摘　　要：博彩业在澳门回归后获得较大发展,既有特殊的历史因素,也依仗澳门特别行政区政府的政策支持。博彩业作为澳门特区经济的支柱产业,在澳门回归后对经济社会的稳定发展有着正面作用,但是,也存在着助长侥幸和投机心理、出现问题赌徒、使教育发展滞后、病态博彩问题突出、降低青少年就业竞争力等负面影响。在创业创新的新形势下,澳门特别行政区政府努力探索博彩业的新业态,积极培育负责任博彩。After Macao's return to the motherland,a great deal of development in the gambling industry was achieved relying on both its special historical factors and the policy support of Macao SAR Government. The gambling industry,as the leading industry of Macao SAR's economy,has a positive effect on the stability and development of Macao's economy and society after its return. However,there also emerged large quantities of problems such as speculative psychology,problem gamblers,backward education,seriously morbid gambling,low competitiveness and employability among youths. Under the new circumstances of entrepreneurship and innovation,Macao SAR Government is trying to explore the new normal of gambling industry,and develop actively the responsible gambling.
