关于加快媒体融合与构建现代传播体系的思考

摘　　要：面对媒体融合对垄断基础的消解以及传播权利的去中心化,对于传统媒介来说,在其独享话语权和指导权上都产生了极大的挑战。在党的十八届三中全会中指出,要整合新闻媒体资源,促进传统媒体和新兴媒体的融合发展,是党中央巩固宣传思想文化、强化主流思想做出的重大战略部署,同时也是新闻战线所面临的新时代发展,提出主流媒体和现代传播体系的发展。传统媒介和新兴媒介的融合发展是主流媒介的使命和职责。本文指出,国家治理体系和治理能力现代化的重点则是主流媒体的打造和传统媒体话语权的重塑融合,在建立现代传播体系中,需要运用现代新传播技术和革新内容的生产,同时还需强化议程设置权利配置,实现传播的竞争与合作关系,加强传统媒介对新信息流动格局以及传播权利体系。要实现以上目标取决于政策规则的取向,而媒体融合的重点则是强调对话沟通,并将竞争、合租与垄断的关系均衡。With the dissolution of monopoly foundation by media convergence and the decentration of transmission rights, traditional media is facing great challenge on its exclusive voice and its fight of instruction. The Third Plenary Session of the 18th Central Committee of the CPC pointed that the integration of media resources and the integrated development of traditional media and emerging media are important strategic plans of the Party Central Committee to consolidate ideology and culture propaganda and strengthen mainstream ideas, which is also new era development faced by journalistic front. It also put forward the development of mainstream media and modem communication system. The integrated development of traditional media and new media is the mission and responsibility of the mainstream media. This paper points out the focus of national governance system and the modernization of governance capacity is the creation of mainstream media and the reshaping and integration of traditional media＇ s discourse power. In the establishment of modem transmission system, we need modern communication technology and the production of innovative content. At the same time, we need to strengthen agenda setting and fight allocation, realize the competition and cooperation relationship of transmission and strengthen the new information flow pattern and spread right system by traditional media. The achievement of these goals depends on the orientation of policy. And the focus of media convergence should focus on dialogue and communication as well as balancing the relationship between competition, sharing and monopoly.
