养老机构PPP模式发展策略研究——基于协调“公益性与盈利性”矛盾视角

摘　　要：养老机构投资的公益性和社会资本的逐利性,导致当前机构养老服务供需矛盾突出,有效供给和投资盈利不足问题严重。文章从养老机构PPP模式内涵入手,分析PPP模式在协调解决养老机构的"彰显公益性和维持发展盈利性"矛盾的作用。最后,指出PPP模式下政府应构建公平竞争环境和落实监管职责,合理社会资本方投资回报;社会资本方应做好合作方选择以及各参与方的角色分担和成本控制,进行项目全周期的资金融通、管理、建造开发和项目运营,实现养老机构的"公益性和盈利性"目标。The public welfare nature of the investment of pension institutions and the profitability of social capital caused a serious imbalance between the supply and demand of institutional pension service. Starting from the connotation of PPP model of pension institutions, this paper analyzes the role of PPP model in coordinating and resolving the contradiction between ＂highlighting public welfare and maintaining profitability＂ in pension institutions. At last, it points out that the government should build a fair competition environment and implement supervising responsibility under PPP mode, as well as keep the returns of social capital investment reasonable. Social capital should do a good job of choosing partners, role sharing and cost control of the participants. They should also carry out the whole cycle of financing, management, construction, development and project operation in order to achieve the ＂public welfare and profitability＂ goal of pension institutions.
