摘　　要：企业寻求健康持续发展,光靠政策是不够的,还要依靠恒法,包括对企业法人的财产权和企业经营权的保护以及对大股东和中小股东股权的保护等。而企业家权益保护程度,是一个国家法治水平的重要指标,在整个社会法治环境中处于极为重要的地位,同时也是整个社会法治水平的集中体现10月18日上午,中国共产党第十九次全国代表大会在北京隆重开幕,习近平总书记代表第十八届中央委员会向大会做报告。In seeking healthy and sustainable development, it is not enough for enterprises to merely depend on the policies,they should also rely on the constant laws, including the protection for the business entities' property right and managerial authority, and the protection for the stock rights of small, medium and large shareholders. Furthermore,the degree of the protection for entrepreneurs' rights and interests is an important index reflecting the level of rule of law in a country, which is very significant in the whole society ruled by law and is also the embodiment of the level of rule of law level in the whole society.
