劳动力工资上涨的生产率促进效应再检验——基于2001—2014年中国省际面板数据的分析

摘　　要：基于中国2001—2014年分省份数据,本文对劳动力工资上涨的创新"促进效应"进行了检验。首先通过超越对数的随机前沿法,本文核算了全要素生产率(TFP)及其构成——技术进步、技术效率、配置效率以及规模效率的变化,进而以各省份最低工资水平为工具变量考察了劳动力工资上涨与TFP及各组分变动之间的关系。结果表明,第一,2001—2014年期间我国TFP年均增长2.09%,支撑TFP增长的首要因素是技术进步,然后是规模效率和配置效率增长。技术进步减速是近年我国TFP增速放缓的主要原因;第二,总体来看劳动力工资上涨对我国TFP影响并不显著。从TFP组成来看,劳动力工资上涨显著促进了我国技术效率和配置效率的增长,但对技术进步影响并不显著,对规模效率增长则表现为显著负影响。组分检验结果表明,劳动力工资上涨对TFP增长的影响只有"水平效应",没有"垂直效应"。Based on China＇s 2001—2014 provincial data,this paper examines the ＂promotion effect＂of the increasing labor wage on innovation. By using the stochastic frontier method,this paper estimates the total factor productivity and its composition—technological progress,technical efficiency,configuration efficiency and scale efficiency changes. Then,using the provincial minimum wage level as a instrumental variable,we examine the relationship between the increased labor wage and TFP and its components. The results show that,first of all,from 2001 to 2014,China＇s TFP grows 2. 09% annually. The main factors supporting TFP growth are technological progress,followed by scale efficiency and allocation efficiency. Slowdown in technological progress is the main reason for the slowdown of China＇s TFP. Secondly,the impact of rising labor force on China＇s TFP is not obvious. From the constituent factors,the increase in labor wages has contributed significantly to the growth of technical efficiency and allocation efficiency in China,but the impact on technological progress is not significant and has a significant negative impact on scale efficiency growth. The test results show that,the impact of rising labor wages on TFP growth is only ＂horizontal effect ＂and there is no ＂vertical effect＂.
