美国基金会在中国的资助偏好及其监管研究——以F基金会为例

摘　　要：美国基金会对我国政治、经济、社会发展产生潜移默化的影响。通过收集F基金会2006-2014年在中国的项目活动信息,呈现了其在中国的资助偏好,并试图从个体层面映射出美国基金会在中国的活动现状。研究发现,F基金会以高校、社会组织以及研究机构为主要阵地,以公共政策与法治领域为重点,以北京为重心,以短期项目为主体,构建了全方位资助体系。政府应明确树立"监管和服务并重"的理念,建立跨层级、跨部门和跨主体的整合治理机制,开展资助项目的综合影响力评估,从而引导和规范美国基金会在中国的资助活动。The American foundations have a subtle influence on China’s political, economic and social devel-opment. In this paper, we collected F foundation’s project information in China from 2006 to 2014, presentedits funding preferences in China, and tried to reflect the status quo of F foundation’s activities in China fromthe individual level. The study found that the F foundation put universities, research institutions and social orga-nizations to the main positions, focused on public policy and rule of law, with Beijing as the center and tookshort-term projects as the main body, had built a all-round subsidy system. Chinese government should beclear to set up the idea of paying equal attention to regulatory and service, establish the integration of gover-nance mechanism across different levels, different departments and different bodies, carry out comprehensive in-fluence evaluation on foreign foundations’ projects, so as to guide and standardize the American foundations’funding activities in China.
