生态文明城市建设的路径研究——以榆林市为例

摘　　要：生态文明城市建设是我国改革开放以来要实现的主要目标之一,也是建设美丽中国、实现"中国梦"的具体体现。榆林市地域广阔,资源富集,随着"十五"以来煤、油、气等优势资源大规模开发,榆林经济社会发生了历史性巨变,由落后的农业地区转向新兴资源城市,成为国家重要的能源化工基地。同时也对生态环境造成严重威胁,榆林市建设生态文明城市任务更加艰巨。2016年3月榆林市第四届人代会通过提出实施九大生态工程,全面建成国家生态保护与建设示范区,开启了榆林建设生态文明城市的新篇章。为更好地实现建设具有榆林特色的生态文明城市目标,提出建设"大美榆林"的具体路径:做好生态建设规划、提高环境保护意识、提高资源利用、落实节能降耗、发展循环生态经济、丰富生态文化建设、完善生态保证机制。Urban construction based on ecological civilization,is one of the major objectives after Reform and Opening up in China,which may contribute to a more beautiful China and realize China Dream. Yulin is located in a vast area with plentiful resources,whose economy and society have undergone historic changes after the exploitation of its resources,including coal,crude oil,natural gas,and so on. Gradually Yulin has become a rising resource-dependent city and important energy industry base,which seriously threatened ecological environment. So it's a heavy burden for Yulin to construct a civilized and ecological city. In order to construct a civilized and ecological city with Yulin characteristics,the thesis proposes specific strategies,that is,making a better plan for ecological construction; promoting the senses of environmental protection; improving the use of resources; saving energy and reducing consumption; developing an ecological economy in a circulated way; enriching the construction of ecological culture; and perfecting the guarantee mechanism.
