城镇建设用地潜力的双向挖掘研究——以大连花园口经济区为例

摘  要:以大连花园口经济区为研究对象,对城镇建设用地潜力进行测算。基于城市规划与土地规划标准,将经济区划分为内部区域、毗连区域和外部区域;将"二调"数据修正到2015年,采用潜力评价模型测算三类区域在最大、最可能、最小挖潜条件下的潜力值。采取"增减挂钩"措施,将外部区域潜力置换到毗连拓展区,实现区内耕地置换、外部区域潜力动态平衡,将内部区域和毗连区域的双向挖掘潜力加和得到全区潜力评价结果。综合考虑各因素,推荐全区建设用地潜力为42.43km^2。研究得出的潜力评价结果可作为土地利用总体规划、城市总体规划和产业布局规划等的基础依据,为新一轮土地规划调整完善的数据支撑,对沿海地区同类开发区城镇建设用地潜力挖掘提供借鉴。Taking Dalian Huayuankou Economic Zone as the research object,this paper estimated the potential of urban construction land. Firstly,based on urban planning,land planning standards,the economy was divided into internal area,adjacent to expand the regional and external areas. Based on 'China's second national survey on soils in 2000'for 2015 were available to provide data support for potential estimates. Secondly,the potential evaluation model of urban construction land was used to calculate the potential value of the three types of areas under the maximum potential,the most likely to tapping the potential and the minimum potential. Using the addition and subtraction measures,the external regional potential was replacement to the contiguous extension area,it achieved the replacement of cultivated land in the region and the external regional potential dynamic balance. Again,the two-way internal explored the potential to expand the area and adjoining regions plus and got the results. Considering the government policy,the feasibility of landing and other factors,this paper recommended the construction of the region's total potential value of 42. 43 km^2 of land. The evaluation results of the study could not only serve as the basis for the overall planning of land use,the overall planning of the city and the layout of the industry,but also could support the new round of land planning and adjustment of the data,the coastal area similar development zone urban construction land potential mining to provide reference.
