摘 要:本文采用文献追踪法和演绎归纳法,在梳理城乡建设用地发展变迁的基础上,分析了当前我国城乡建设用地市场化运作面临的主要困境,提出建立整合的、统一的城乡建设用地市场的建设思路。经过自上而下的政策调控和自下而上的地方创新,目前我国城乡建设用地以指标为依托的虚拟市场和土地交易为依托的实体市场初步形成,但我国当前城乡建设用地市场一体化运行中存在分割效应大于融合效应、交易成本高等四大困境。针对当前城乡土地市场分割运行存在问题,本文提出可以通过对接、整合、保障三大途径实现城乡统一建设用地市场的建设思路,并提出构建城乡建设用地市场"准入"准则和平台,建立城乡建设用地市场"价值链"和"收益网"的耦合机制,注重供给侧改革以建立市场与政府兼容的市场调控机制等具体实现路径。Aimed at the current urban-rural land institutions and the practical dilemma caused by separaed land market in China, it is of great significance to establish a unified rural-urban construction land market.The methods we used are literature review and induction and deduction approach. Having made a series of top-down and bottom-up policy innovations, we found a rural-urban construction land market has been estabished in two forms where one is based on visual trade-off and the other is based on virtual trade-off-land cou ̄on trading. This paper provides that there are four main dilemmas in the process of trading rural constructionands, such as high transaction costs and greater segmentation effect than integration effect. On basis of that,heoretical analytical framework and realization route have been put forward. We suggest that there are threeteps(connection, integration, and policy regulation) to realize the united rural-urban construction land maret. In reality, we need to construct an entry criterion and platform, establish a coupling mechanism betweenand value chain and revenue network, and focus on the supply-side reform to improve market regulation.
