国际数字文件管理标准化发展及对我国的启示

摘　　要：数字文件管理标准化已日益成为国际档案领域标准化发展的前沿与热点。对数字文件管理国际标准化的研究与借鉴,在我国具有实现电子文件管理"十三五"规划的重大现实意义。本文在明确界定数字文件概念的基础上,从时间与空间两个维度对数字文件管理国际标准进行动态与静态分析,并就其特征、趋势进行总结,指出我国数字文件管理标准化应借鉴国际标准化经验,从而实现术语标准化、管理评估标准化及语义知识组织标准化。Standardization on digital records management has been a frontier and hot topic in the international archival standardization field. In China, especially for the implementation of 13th Five-Year Plan of Electronic Records Management, it＇s very meaningful to study and learn from that. The paper first defined concept of digital records. Based on that, there was dynamic and comparative static analysis of the international standards on digital records management from both time and space dimensions. At last, the paper summarized the characteristics and development tendency of the international standardization on digital records management, and concluded that China should realize digital records management＇s terminology standardization, management assessment standardization, and semantic knowledge organization standardization.
