摘　　要：[目的/意义]从系统与系统安全信息相结合的新视角出发,开展安全信息—安全行为(SI—SB)系统安全模型的构造与演绎研究,对明晰系统内的安全信息传播过程及系统安全信息缺失对系统安全的影响,进而创新系统安全管理研究与实践的思路、依据和方法具有重要的理论意义与实践价值。[方法/过程]选取从系统与系统安全信息传播相结合的角度,根据申农通信模型与主要的系统安全行为活动,构造SI—SB系统安全模型,并解释其关键构成要素的含义。同时,深入分析SI—SB系统安全模型的基本内涵、延伸内涵与应用前景。[结果/结论]研究发现,SI—SB系统安全模型主体由系统安全信息(SI)空间与系统安全行为(SB)空间2大部分构成,该模型可阐明系统安全信息的传播机理和系统安全信息缺失的形成机理、分类、成因及负面影响。[ Purpose/Significance] From the perspective integrated the system and the system＇s safety-related information （S I ） , research on the structure and deduction of the system safety model of safety-related information-safety-related behavior （SI-SB） is of great theo-retical significance for a clear comprehension of the safety information （SI） dissemination process in a system and the influence of system ＇s SI missing on a system safety,and which in turn provides a new idea,theory and method for system safety management. [Method/ Process]From the perspective integrated the system and the system＇s SI dissemination,this paper explains the building process of SI-SB based on the Shannon＇s communication model and main system＇s safety behavior activities,and the meanings about the key elements of the system safety model of SI-SB. Meanwhile,it systematically analyzes the basic connotation,extension connotation and application pros-pects of the system＇s safety model of SI-SB. [Result/Conclusion] The results show that the main body of SI-SB model is composed of two parts,including the system＇s safety information （SI） space and the system＇s safety behavior （SB） space. And this model can clarify the mechanism of system＇s SI dissemination and the formation mechanism, classification,main cause and negative impact of system＇s SI missing.
