摘 要:乡镇与街道党委领导干部们能否肩负起他们在建设协商民主过程中的重任,与他们的协商素养密切相关。目前北京市乡镇与街道党委领导干部协商素养在很多方面都有值得称道之处,具体体现为有较高的协商知识水平、协商态度值得肯定、具备了基本的协商能力、能有效推进协商发展、有成体系的基本政治素质。但是,在部分乡镇与街道党委领导干部身上程度不等地存在一些问题,主要包括协商知识不够明确和深入、协商态度需要更加端正、需要重点提升应对典型协商挑战的能力、交流总结和思考工作有待深化、基本政治素质重在运用。其原因是多方面的,一是自我学习和自我提升力度不够,二是缺乏成熟的协商参与者,三是社会主义协商民主发展机制尚需完善,四是政治与行政现实困境的掣肘。为进一步培育和提高乡镇与街道党委领导干部协商素养,至少需要做好六方面的工作,即提高认识、加强培训、深化实践、做实评价、健全制度、塑造文化。whether the leading cadres at the township ( neighborhood) Party committees of the CCP can act their part well or not in the development of the deliberative democracy with Chinese characteristics is closely related to their deliberative accomplishments. And this article makes an investigation of the accomplishments in Beijing mentioned above. It finds that: 1) the accomplishments have reached a certain relevant knowledge, attitude and competence or the cadres & contribution and their political quality; 2) however, for a small percentage of the cadres, there still exits some problems in various degrees when making an in-depth analysis on their deliberative accomplishments, and there are many different reasons for these problems. For the sake of further cultivating and improving the cadres & deliberative accomplishments, this paper provides a series of suggestions in the last part.
