摘　　要：人大制度是保障公民选举权利的基本形式和制度载体。基层人大代表选举作为我国公民政治参与最具代表性的考察对象。政治文化是反映政治参与的根本,政治现代化进程是体现政治参与的关键,政治制度化是提高政治参与的保障。应着力从培育公民文化、推进国家治理体系和治理能力现代化、深化政治体制改革三个方面提升公民政治参与有效性。The system of People ＇ s Congress is the basic form and the system carrier to guarantee citizens ＇ rights of election. This paper, from the viewpoint of grassroots People ＇ s Congress deputy election, analyzes the problems of citizen % s politic participation repre-sented by grassroots people ＇ s deputy election from three aspects： political culture, political modernization and political institutionaliza-tion. Then, from three aspects, namely cultivating civic culture, promoting the modernization of national Governance system and gover-nance ability, and deepening the reform of the political system. The paper puts forward the countermeasures for enhancing the effective-ness of civil political participation.
