“保石衡”三角形城镇体系发展构想——京津冀协同发展与雄安新区设立背景下的分析

摘　　要：京津冀协同发展战略为京津冀三地构建一体化的城市体系搭建了平台,在很大程度上能够解决京津大都市的过度发展问题和环京津的河北省发展不足的问题.雄安新区的设立进一步推进了京津冀协同发展的进程.随着京津冀区域内行政区划调整,京石轴与京津轴围成区域的城市密度不断提升,但城市间的联系程度还需要进一步加强,为此需要尽快构建起"保石衡"三角形,促进该三角形区域内城市连片发展:三角形的三条边要形成比较完善的城镇链,同时强化定州市、辛集市在城市链上的节点中心地角色;在三条边中,"保定—衡水"城市链的构建难度相对较大,任丘市、安国市和深州市在该条边上要发挥较大作用;在此基础上不断强化高阳县、蠡县、博野县、肃宁县、安平县、饶阳县的作用,沿着"保定—衡水"一线逐渐形成小城市带,让衡水更好地接受雄安的辐射.Jing-Jin-Ji （Beijing-Tianjin-Hebei） coordinated development strategy builds upa platform for theJing-Jin-Ji integrative urban system, which toa great extent can solve the problem of the excessive development inJing-Jin metropolises, and the problem of Ji insufficient development around Jing-Jin. The construction of XionganNew Area can further promote the Jing-Jin-Ji coordinated development. With the Jing-Jin-Ji administrative divi-sion adjustment, the urban density in the area surrounded by ＂Beijing-Shijiazhuang axis＂ and ＂Beijing-Tianjin axis＂will be more and more elevated, and the connection between cities should be furtherstrengthened.It is necessary tobuild ＂Bao-Shi-Heng＂ （Baoding-Shijiazhuang-Hengshui） triangle as soon as possible to promote the regionaldevel-opment. The three sides of the triangle should also form a perfect town chain, at the same time the node role of XinjiCity and Dingzhou City should be strengthened as well. Among the three sides, there are big construction difficultiesin the ＂Bao-Heng＂ city chain, Renqiu City, Anguo City and Shenzhou City should especially play a big role on thisline; the function of Gaoyang County, Lixian County, Boye County, Suning County, Anping County and RaoyangCounty needs to be emphasized, and small urban belt will gradually be formed along the line, thereby enabling Heng-shui to well accept Xiongan＇s radiation.
