摘　　要：制度是德育的重要资源,良好的高校规章制度对于学生良好品德的养成具有非常重要的形塑作用。当下,高校规章制度建设理念无法完全满足教育发展需要,对其进行改造与重塑成为当下高校德育亟待解决的理论问题和实践问题。高校规章制度要实现育人目标,建设理念需要从工具走向目的,从管理走向教育,从规训走向自由。Regulations are important resources of moral education. Good rules and regulations of universities help to develop students＇ good moral character.The concept of university rules and regulations cannot meet the needs of the development of education, and the transformation and reconstruction have become a theoretical and practical problem to be solved urgently. In order to achieve the educational goal, the construction concept needs to move from being a tool to being a purpose, from management to education and from discipline to freedom.
