创新社会治理需要处理好的几个关系

摘　　要：在改革实践中贯彻落实社会治理的新概念和新理念,需要处理好党政主导与社会参与的关系、体制延伸和体制外培育的关系、政府管制与社会自治的关系、刚性控制和柔性引导的关系、顶层设计与基层创新的关系。To carry out new concept and new idea of governing the society in the reform practice, severalrelationships need to be dealt with properly, such as the relationship between party and government leading andsocial paticipation, relationship between institutional extending and cultivating out of institution, relationshipbetween government regulation and social self-government, relationship between stiffness control and flexibleguidance, and relationship between top-level design and primary-level innovation.
