摘 要:以1995~2015年科技投入产出主要指标数据,一方面,通过科技投入边际贡献率判定科技投入效率问题;另一方面,确定由科技经费与人员的投入与产出体系、产学研经费与人员的投入与产出体系、R&D经费来源投入与产出体系及产学研成果与产出体系作为我国科技投入产出效果评价体系。研究表明:从2003年以来,我国在科技投入产出效率水平是低下的;我国科技活动投入产出体系总体表现出正效果。The input-output mechanism of science and technology activities has being concerned in China.The judgment mechanism of the efficiency of S&T input-output and the evaluation system of the effectiveness ofS&T input-output have been designed in this paper. Based on the main indicators in S&T input and output dataduring 1995–2015, on one hand, the efficiency of investing in science and technology issues is determinedaccording to the marginal contribution rate of science and technology; on the other hand, the input-output systemsof S&T funds and labor power, industry-university-research cooperation funds and labor power, R&D fundingsources, and industry-university-research cooperation outputs are uesed as the evaluation systems of theeffectiveness of S&T input-output. The results show that since 2003, the efficiency levels of China’s scientific andtechnological input-output are low, and the effectiveness of S&T input-output shows a positive effect overall.
