摘　　要：高校校级领导群体是行使高校权力的主要责任人,其自身素质和修养往往对控制权力运行风险起关键性作用。通过对2012-2016年高校违纪校级领导的教育背景、职业经历、违纪原因等方面的调查,发现违纪人员专业素养偏低、高校党政"一把手"违纪比例较大、"59岁现象"明显等问题,存在权力过于集中、权力运行过程不透明、权力运行生态条件脆弱、权力监督机制不健全等导致权力运行风险加大的弊端。提出通过推进权力重心下移、改善权力运行生态条件、构建多元权力运行监督机制等措施,预防高校校级领导权力滥用。College leaders are the main administrative body,which represents college outside and leads inside.Undoubtedly,they must possess excellent quality and leadership.By researching the academic background,crime reasons and so on,this paper finds out that the following common factors:weak professional quality,the bigger proportion of college key leaders,the fifty-nine-yearold phenomenon,excessive concentration of power,opaque process of power operation,fragile ecological condition of power operation,increasing risks of power operation resulting from imperfect power supervision mechanism.The paper presents some countermeasures to prevent from power abuse of college leaders,including giving more power to the inferiors,improving ecological condition of power operation,and building a multi-supervision mechanism of power operation.
