摘　　要：区(县)区域卫生规划的编制主体是区(县)政府,建立市级对区(县)规划的评价和审核机制,是推动市级和区(县)规划有效衔接的保障。文章通过对上海市各区(县)区域卫生规划中医疗机构床位资源配置的评价流程、衔接机制、评价原则、评价内容和技术方法等开展分析,以期为推动床位资源配置在不同层级区域卫生规划间的衔接提供参考建议。The subject of drafting regional health planning is the district or county level government. To improve the planning consistency between the district（county） and municipal levels,it is suggested that municipal government departments carry out evaluating and verifying regional health planning. Through analyzing the evaluation process,cohesive mechanism,evaluation principles,evaluation content and evaluation technical method,this article aims to provide reference for promoting reasonable bed resources allocation during making regional health planning in different levels.
