摘　　要：精细化管理是政府管理的创新方式,"精细化政府"是政府管理实现节约型、责任型、高效型、规范化、科学化、智能化的有效途径,也将是现代政府治理的发展趋势和中国政府改革的重要目标。本文以精细化管理理论、政府管理理论和中国传统文化中精细思想为基础,提出"精细化政府"的概念以及"精细化政府"构建的时代背景及其创新价值,试图为中国政府改革创新提供新思路和新目标,以期进一步提升政府管理的有效性和科学化水平。In recent years, Chinese government has made much progress and great achievements in its reform, but in the practice of government management , there still exists certain problems in terms of extensive management and low efficiency. Detailed management is a kind of innovative way of government management. Detailed- oriented government is an effective way to achieve saving, responsible, efficient, standardized, scientific and intelligent management, and it will be the development trend of modern governance and an important goal of Chinese government reform. This paper, on the basis of the Detailed Management Theory, Government Management Theory and the fine thought of Chinese traditional culture, puts forward the concept of detailed- oriented government and its background and innovative value, in order to provide new methods and new targets for Chinese government reform and innovation and to further improve the effectiveness and the scientific level of government management in the future.
