摘  要:[目的/意义]基于三方面背景分析:公共安全形势强化应急咨询职能、社交媒介影响改变专家发现模式和应急专家意见融合亟待寻求高效收敛算法,说明专家应急会诊平台构建的必要性。[方法/过程]从信息融合视角,首先描述了平台体系架构和功能框架,定义了用户需求与意见表达入口;然后依序描绘了专家会诊团队构建的流程:专家信息采集、专家特征表示、专家聚类、专家排名、团队构建,并归整了意见融合的步骤。[结果/结论]依上构建的专家应急会诊原型平台,可为突发事件的开放诊断提供可能。[局限]平台数据量还不够,模块之间耦合程度有待提升。[Purpose/significance] Based on background analysis of public security situation strengthening emergency consultation function,social media changing expert discovery mode,and emergency experts' opinion seeking scientific and efficient convergence,it is pointed out that constructing expert consultation platform oriented to emergency decision-making is necessary.[Method/process]From the perspective of information fusion,the paper first describes the architectural framework and functional framework of the platform and defines the entrance to users' needs and opinions. Then,the paper shows the processes of experts' consultation team building by the sequence of experts' information collection,experts' character representation,experts cluster,experts rankings,and team building,and summarizes the steps of experts opinion fusion. [Result/conclusion]The prototype platform built according to above mentioned method can provide more possibilities for open experts' consultation. [Limitations] The amount of data stored in the platform is not sufficient and degree of coupling among modules needs to be further improved.
