林业财政支出效率的影响因素分析

摘　　要：利用我国2000—2012年省际面板数据,在考虑林业财政支出滞后性的情况下使用DEA模型对区域林业财政支出效率进行了测度,在此基础上,利用空间滞后模型对区域林业财政支出效率的影响因素进行了分析,结果显示:(1)受技术进步下降的影响,我国林业财政支出效率年均下降率为24.8%,且呈现先增长后降低的"倒U型"趋势,林业财政支出的滞后效应拉大了林业财政支出效率的变动幅度;(2)林业财政支出的全要素生产率呈现明显的区域不均衡特征,年平均增长率从高到低依次为西部、中部和东部,区域间存在一定差距;(3)林业财政支出的全要素生产率呈现一定的空间趋同性,林业财政支出比例及区域宏观经济发展状况均与林业财政支出全要素生产率呈显著正相关,是全要素生产率的主要影响因素。根据研究结论,提出了改进林业财政的投资结构,调整林业财政领域的资源配置,加强政府对林业产业的资源倾斜以及实施林业大区域创新管理等措施来提升区域林业财政支出效率。Based on the provincial panel data from 2000—2012 in China,the paper measured regional forestry finance expenditure efficiency through the method of DEA under the condition of the forestry finance expenditure hysteresis,and then,the SLM model was used to analyze the influence factors of regional forestry finance expenditure efficiency and the conclusions are as follows：（1）the average annual rate of forestry finance expenditure efficiency declined by 24.8%,and presents the trend of＂inverted U＂ with growth at first and then decrease,and the efficiency change scale was enlarged by the lag effect;（2）an average growth rate of the forestry fiscal expenditure displayed imbalance characteristics,highest in western region,and lowest in the eastern region,and there was certain gap between the regions;（3）the forestry finance expenditure presented a certain space convergence,forestry finance expenditure proportion and regional macro economic development had significant positive correlation with the forestry finance expenditure tfp and they were the major influence factors of tfp.According to the research conclusions,the paper put forward some measures to improve regional forestry fiscal expenditure efficiency,including improving forestry finance investment structure,adjusting forestry finance resources allocation structure,strengthening the government＇s resources tilt to forestry industry and implementing forestry key regional innovation management.
